The Programme undertakes a wide range of activities. The identification, appraisal, planning, implementation and review of the activities are carried out by the regional executing consortium through a consultative process which also involves the SADC range states. Indeed one of the Programme's main goals is to establish an effective regional mechanism of coordination and consultation among the SADC range states, able to draw on a wide pool of expertise available in the region.

Critical  inputs have been obtained through a wide reaching regional review study of rhino conservation requirements carried out by the Programme during its inception phase. Range states and other parties also submit their requests for assistance, which are screened and appraised through consultations. The Programme organises regular meetings involving the consortium member agencies and representatives from the focal institution of each range state.
